CEQA Net Zero Project
We bring litigation to compel development projects to be net zero for greenhouse emissions. Under this program we challenge primarily warehouse projects, but we've challenged other types of projects as well, including housing, dairy expansions, and agricultural projects.
We follow the California Environmental Quality Act (CEQA) litigation process, submitting a comment letter on the Environmental Impact Report or Mitigated Negative Declaration, appealing the project approval, if necessary, to the City Council or Board of Supervisors, and then filing a lawsuit in state court.
So far, as of Summer, 2026, we have:
- Submitted over 200 CEQA comment letters to California cities and counties;
- Filed a dozen administrative appeals to City Councils and Boards of Supervisors;
- Filed 26 CEQA lawsuits; and
- Settled 74 cases, for a total of $30 million in carbon offsets and additional solar generation and EV chargers.
